This sounds like a MOD issue. The problem here is that when you update ARK, the MOD developer has not updated the MOD for the current version.
To resolve this, remove all the MOD's our of your command line. Start your server and see if it runs. If it does then you have to pinpoint which MOD is causing your server to stall.
Add each MOD 1 by 1 to find out which MOD it is.
Like we have said a million times, you install MOD's at your own risk.
You may now have a corrupt game, with left over mod data in your server files, but hey that's what happens with MOD's.
